Talking of this time accident of Fukushima nuke plant Mr.Kenichi OHMAE said one of cause situation so worse is to weakness of 'full turn key' situation of this nuke plant.1970s in Japan electric power company didn't have enough knowledge to construct nuke plant independently so RPV,D/W and S/C is said to be made by GE ,Toshiba and TEPCO just received its manual to operate nuke plant GE made.As if Toshiba and TEPCO is given the open key to door of the new house constructed by GE.It is the 'full turn key' situation Mr.Ohmae mentioned.

It is said that because Toshiba and TEPCO didnt take part in the process of construction they didnt have an opportunity to cultivate their own wisdom suitable for thier local site in Fukushima consist of various physical ,geographycal ,human condition different from GE 's conditon in USA.
Outside the theory and technology there is wisdom of local site in Fukushima which is not in the field of scholar or planner.The lack of wisdom of local site fukushima deteriorated situation of Fukushima nuc plant accident.Especially Fukushiam no.1 and no.2 is completely 'full turn key' of GE.
It means that GE did all construction process of RPV ,D/W and S/C and passed the exam of safety and then GE gave just its key of operation to Toshiba and TEPCO. The weakness of 'full turn key' is that Toshiba and TEPCO didn't think by themselves ,although they studied hard mannuals to operate nuke plant.
Mr.Ohmae explains the wisdom of local site is ,for example, preparation for alternative power supply unit just like solar or wind generating system or power supply vheicle etc...in case main power unit down and outside power supply intercepted and also disel generator down at the same time.this is the point of this time problem.
