According to the stone inscription on Benten Island, the area between the Ueno Plateau and the Hongo Plateau used to be called Shinobugaoka (忍ヶ丘?), and the pond just took its name from it, but there are alternative theories. According to one, the early name Shinowazu (篠輪津 Shino wa zu?) due to the presence of bamboo grass later turned into Shinobazu. Another claims the name comes from the habit of young men and women to meet secretly here. by wikipedia

In the deep night sometimes I take a walk around this pond to exercise. 30 minutes walk is very good to keep a condition of my body.

In the night as there are not so much streetlamps it is dark around this pond. If there were NY,doubtlessly, it must be appointed to a very dangerous area and not recommended to visit for travelers.

In TYO situation is very different. This is the best point of a secret meeting for lovers. There are a lot of bench around the pond, so everybody will spend a good time to talk with friend or lover over watching skyscrapers in Ueno TYO.

Chapter VII
Dulies of En1ployer
29 The employer shall recognize the labour organizations of his trade as the organizations representing the workers.
30 The employer shall allow the worker who is assigned any duty on the recommendation of the relevant executive committee to perform such duty not exceeding two days per month unless they have agreed otherwise. Such period shall be deemed as if he is performing the original duty of his work.
31. The employer shall assist as much as possible if the labour organizations request for help for the interest of his workers. However, the employer shall not exercise any acts designed to promote the establishment or functioning of labour organizations under his domination or control by financial or other means.

使用者の義務
第２９条
使用者は、自社の労働組合が労働者を代表する組織であることを認識するべきである。
第３０条
使用者は、関連する執行委員会の認定を受けた仕事を割り当てられた労働者に対して、１箇月に対して２日間を超えない範囲で、当該仕事を執行する許可を与えなければならない。但、執行委員会が他の合意をした場合を除く。この期間は、当該労働者は、会社における本来の業務を果たしているものと見做される。
第３１条
使用者は、労働組合が労働者の利益のためになんらかの支援を求めた場合、可能な限りにおいて援助するものとする。但、使用者は、金銭的又は他の方法によって、労働組合を使用者の独占又は支配に置かれた労働組合として位置づけ確立する目的をもって当該援助を行ってはならない。

カスピ海

カスピ海を臨む

小学生のころから、結構地図をみるのが好きなのでしたが、カスピ海というのは、びわ湖なんかよりの格段に大きい湖であることが興味を引くのでした。地図を見ると確かに湖のように内陸にあるが、湖でなく、海とついていることが興味をますます、そそるのでした。

大人になって、カスピ海のネーミングに再会したのは、ヨーグルトです。+++カスピ海ヨーグルト+++これは、ねっとりしたヨーグルトでしたね。その後、イラン側のカスピ海を訪れる機会を得て、確かに「海だなあ」とわかったのでした。

しかも、海岸は結構リゾート地になっています。テヘランから近いこともあり、お金持ちがプライベートビーチにしている箇所もたくさんあります。ちょっとした不動産ブームですが、夏になると人がどっと押し寄せ、地元の人は「水不足でこまる～」と文句を行っているのでした。

スペインのマラガでも同じような状況があって、あまりに有名なビーチリゾートになってしまうと水不足がおこってしまうということあるようです。ハワイはどうなのでしょうか？どなたかご存知ありませんか？

カスピ海の海岸を撮ってありますのでご笑覧ください。ほんとにカスピ海なんですよ～。いつも風がボーボー吹いていたました。泳ごうとしたら、地元の人に強烈に止められました。「絶対帰って来られなくなる」というんです。泳ぎには自信がありますが、そんなに言われてやめました。。。

Chapter VI

Establishing and Expanding of Fund

24 The respective labour organizations has the right to establish a fund each separately.

25 The labour organizations;
(a) have the right to establish the fund, in accord with the constitution or rules of their organization, with admission fees for the labour organization, monthly contribution not exceeding two percent of the wages or salary obtained by the worker who is a member of the organization, income from the cultural and sports works which are undertaken by the labour organizations and the money donated by the relevant employer,
(b) shall deposit to the Fund if money is included in the grants provided by the Government
(c) shall abide by the provisions ofthe Control of Money Laundering Law.

26 The Basic Labour Organizations shall allocate the monthly contribution not exceeding two percent of wages or salary obtained by the worker who is a member of the organization to the Township Labour Organization,Region or State Labour Organizations,Labour Federations and the Myanmar Labour Confederation as prescribed by the relevant labour federation.

基金の設立及び支出

第２４条　各労働組合は、基金を各別に設立する権利を有する。

第２５条　労働組合は、（a）自らの労働組合の組合憲章及び規程に従って、組合の入会費、労働組合員になろうとする労働者が得る収入の２％を超えない範囲で月額組合費、労働組合が行う文化、スポーツ・イベントからの収入、関連する使用者からの寄付金などにより基金を設立する権利を有す。
（b）ミャンマー連邦政府より供与される現金は基金に預託されなければならない。
（c) マネーロンダリング法の規則を順守しなければならない。

第２６条　各単組は、労働組合員になろうとする労働者が得る収入の２％を超えない範囲で徴収した毎月の組合費を、タウンシップ労組、管区労組、州労組、ミャンマー労働組合連盟、ミャンマー労働組合総連盟等に、関連する労働組合連盟が定める所定の形式に則って配分しなければならない。

Chapter V

Rights and Responsifilities of the Labour Organization

17.
The labour organizations shall have the right to carry out freely in drawing up their constitution and rules, in electing their representatives, in organizing their administration and activities or in formulating their programmes. The Labour Organizations have the right to negotiate and settle with the employer if the workers are unable to obtain and enjoy the rights of the workers contained in the labour laws and to submit demands to the employer and claim in accord with the relevant law if the agreement cannot be reached.

18. The labour organization has the right to demand the relevant employer to re-appoint a worker if such worker is dismissed by the employer and if there is cause to believe that the reasons of such dismissal were based on labour organization membership or activities, or were not in conformity with the labour laws.

19. The labour organizations have the right to send representatives to the Conciliation Body in　settling a dispute between the employer and the worker. Similarly, they have the right to send　representatives to the Conciliation Tribunals formed with the representatives from the various　levels of labour organizations.

第１７条
労働組織は、規約や規則を作成すること、組織の代表を選出すること、管理や活動の仕組みを作ること、行動の計画を作ることを自由に実行する権利を有する。仮に、労働者が労働法に規定される労働者の権利をず享受できないとき、労働組織は、使用者と交渉し決着する権利を有する。使用者に対して要求を提出する.合意に至ることができないときは法律に基づいて要求することができる

第１８条
使用者が労働者を解雇する際の理由が次の場合、労働組合は、使用者に対して当該解雇した労働者を再雇用するよう要求する権利を有する。解雇した理由が、労働組合員であるから、労働組合に所属して活動したから、または、解雇が労働法に則ったものでないとき。

第１９条
労働組合は、使用者及び労働者間の紛争を解決する調停委員会に、労働者側代理人を送る権利を有する。同様に、各レベルの労働組合の代表者から構成される代表を調停裁判所に送る権利を有する。

ところで、今もスペインの南部アンダルシア地方でハモン(豚肉の塩漬け生ハム・・非常に美味かつビールとの相性抜群！！)が好んで食べられてきたのもこんな歴史が背景にあるわけです。つまり「俺達は、ハモンを食えるキリスト教徒だ。ムスリムではないよ。」と。この当時スペインにおいて迫害され追放されてイスラム教徒とともにモロッコに移住したユダヤ教徒は約１０万人といわれています。もちろんイスラム教徒はもっと多数ですが。彼らユダヤ教徒はイスラム教徒による７００年間のイベリア半島における各都市運営の中枢を担っていたんです。

モロッコに逃れたユダヤ教徒の多くはその後、といっても約４５０年後のことになりますが、前述のように、１９４８年のイスラエル建国によって１９５６年までに７～８万人のユダヤ教徒がモロッコを出てイスラエルに移住しました。モロッコには現在でも約１万人のユダヤ教徒が生活しております。もちろん現在ではモロッコの公用語であるアラビア語を話しています。モロッコ憲法の第一条には「モロッコの国教はイスラム教である」と記されていますがと同時に非ムスリムも尊重するとなっています。ユダヤ教徒には独自の身分法（婚姻、離婚、家族関係、相続等宗教と深い関係が残る部分の法律）とそれによる裁判が認められています。またモロッコでは現在でも時々「○○・アンダルーシィー」という家名の人に出会います。（スペイン語のアンダルシアと同義でもともとスペイン南部地帯の呼称。モロッコでは旧家名家となっています）これらの人はレコンキスタ後先祖がスペインのカトリックキリスト教徒の迫害から逃れてきたイスラム教徒やユダヤ教徒の末裔です。

思わぬ男の誘いから私の歴史研究がまた一段と深まった１０００年都市の複雑な構造をした家の話でした。最後までこの話しに付き合ってくださった読者の皆さんありがとう。

ところで、私に話しかけてきたその男が案内してくれた家はそんな街中にありました。入り口には穀物を蓄える倉庫のような空間があり、もう出ないけど井戸もありました。内部はかなり広い家でした。前述の分類でいくと「うんと古い」という感じでした。そしてまた、「あれ？ここはふつうのモロッコ住宅じゃないな」という感じがしました。何かが変な感じなんです。その理由のひとつはその家が非常に複雑な構造をしていたからでした。おそらくは３階建て？！プラス屋上だと思うんですけど、途中に中二階や一階の下に半地下があったりするので迷ってしまうのです。しかも入り口から２階の広間に通じる階段が異様に狭く作られていて大人一人やっと通れるという狭さです。また各部屋には隠し部屋と隠しスペースがあって「なんだこの家は！この家の住人は何者だ！」と思わずにはおれない家でした。さらに内部に進んである部屋に来たときこの複雑な構造の理由がわかりました。ユダヤのシナゴーグ的なモザイクを施した作り付けの大きな棚が２つあったんです。それらは明らかにイスラムのモスクのモザイクとは異なります。しかもその大棚のそれぞれに５０くらいマッチ箱くらいの引き出しがついていました。

この家はユダヤ教徒の商人の家で薬を扱っていたんですね。狭い階段も隠し部屋もそうです、いざというとき自分たちの身を守るためのからくりなんですね。この家の持ち主であった薬商人は１９４８年にイスラエルが建国されたとほぼ同時にイスラエルに移住したそうです。
「モロッコはイスラム教徒の国なのになぜユダヤ教徒がいるの？」と思われる方もあるかもしれません。

このユダヤ教徒商人たちは一体どこから来てどこへ行ってしまったんでしょう。 ご承知のとおり、モロッコとスペインはジブラルタル海峡を挟んで目と鼻の先です。高速フェリーで一時間です。隣同士の国なんですね、モロッコとスペインは。今を遡ること約５００年以上前、１４9２年はコロンブスが新大陸を発見したとされる年でありますが、イスラム教徒とユダヤ教徒にとってはとんでもなくひどい年でした。というのもキリスト教徒によるレコンキスタが完成した年といわれているからです。カトリックキリスト教徒側から見れば約７００年間に亘るイスラム教徒によるスペイン、ポルトガルつまりはイベリア半島支配に終止符を打ち、豚を食わないやつらをアフリカに追い返した栄光の年であるわけです。

しかしながらそんな雑踏喧騒の昼間を抜け、夕日が沈むころになると徐々に涼しくなり心地良いゆったりとした風も吹いてきます。空と大地が夕暮れ色に染まって街の中央にある広場に市井の人々が三々五々集まりだし、「今日は何かおもしろいことあるかな」という顔して散策している時刻。各屋台が軒を並べ、羊肉を焼く匂いとそれに乗ってやってくるクミンの脳幹を刺激するいい香りがしてくるような夕刻の風景、いいですねえ、好きでしたねえ。その一場面一場面が一刻一刻が脳裏焼き付けられてしまうほど時の流れに力強さがあるんですね。

その広場の片隅に、裾のほつれた７分ズボンをはいて、棒切れを傍らに備え売り物の番をしている少し頭の弱いおじさんがいました。毎回定時になると２～３人のガキどもにからかわれるのですが、おじさんは待ち構えていたように、棒を頭上にかざしながら「このくそガキィ待てー！」と夕日に向かって追っかけてゆくんですね。なんというノスタルジックな夕暮れ時なんでしょう、たまりませんでした。おじさんのサンダルの片方の鼻緒が壊れているだけにどうしたってガキには追いつけないのです。ガキどももそのことは重々承知で毎回からかいに来るのです。広場に集まっている人たちの「またやってる」という感じで笑ってるどの顔にも夕日があたってそれはそれはタルコフスキー的なカットの長～いシーンとなって脳裏に刻まれてしまうのでした。米国人権委員会の人が見てたらすぐ派遣団を送ってくるでしょうね、「その人権抑圧をやめれ！」と。

/ / /// 無秩序/// / /とは言いつつも、イスラム法によって、どこに公共施設が必要なのかとか、一般住宅の建て方や隣の家との境界から生じる問題の解決の仕方とか（たとえば雨水を隣地に流れ込まないようにしろとか）などきちんと決まっているようですけど、異文化から来て初めてここを訪れた人にとってはただただ迷路にはまり込むという感じでしょうね。

あっという間に迷ってしまう複雑に込み入った構造になっています。原理的には、シンプルな形を多様に組み合わせた結果による複雑さなんでしょうけど。主要な箇所にはマスジド(イスラム寺院)とハンマーム(公衆サウナ)とマドラサ(学校)とスーク(市場)があります。その他、作っているものによって街区が分かれております。即ち、真ちゅう細工地区、銀細工地区、木工細工地区、なめし皮製品地区、薬売り地区、香辛料売り地区、そしていわゆるスークといわれる肉魚野菜果物日用品なんでも売ってる地区があり、らくだの隊商隊が常宿としたフンドクあり、ジャッキー・チェンのカンフー映画しか上映しない映画館あり、どんな髪でもバリカン一本で仕上げてしまう床屋さんあり、そんなに音が割れるほどボリューム上げなくったっていいジャンと思うほど大音量でラジカセかけてるカセット売り屋あり、民族衣装を客にきさせて写真を取ってくれる写真屋さんあり、はぎれ屋さんあり、ビーズ屋さんあり、歯抜き士（決して歯医者ではない）あり、エジプトから出稼ぎに来ているおねえちゃんが踊るベリーダンスがメインの観光客相手のレストランあり、もう甘くて甘くて大変というお菓子ばっかり売っているお店あり、、コーヒー一杯またはミント茶一杯で１０時間くらい粘っても大丈夫な喫茶店あり、ロバ君の蹄鉄交換屋さんあり、いわずと知れたじゅうたん屋あり、エピスリあり(フランス保護領時代に入ってきた雑貨屋のような店)・・・

他方、路上ではタバコ一本売りのじいさんあり、物乞いあり、いつ死んだかわからない鳥や左右サイズ不ぞろいの靴など「これ売ってんのかあ？！」と思わず聞いてしまいたくなるおじいさんとか、暗がりにただしゃがんでいるおばあさんとか、なんだか知らないけどののしりあってる胴の太いおばさんたちとか、珍しがって入り口からずーとついてきてるガキとか、屋台のこげたにおい、香辛料の匂い、生ごみのにおい、甘いような酸っぱいような変な匂い、強烈な香水のにおい、そしてなにより強烈な陽射し！！、何でもかんでもあります。これらが巻貝みたいな迷路の道にドバーッツ！と並びに並んでいるのです。どんどん万華鏡のように目の前を風景が回転していきます。

入り口からしばらく歩くともう前述のような雑踏と匂いと陽射しで頭がフリーズして、思考能力が著しく低下していきます。今まさに通り過ぎようとしている通りの様子と角を曲がったつぎの通りの様子が非常に似通っているため区別がつかず「あれっ？」と思って振り返ると今曲がったばかりの角をもう見失ってるという感じで、そしてアナタはもうすでに迷っています。あせるほどに思考停止状態が深まってゆきにどんどん迷路にはまり込んでいきます。そしてついに、「もうだめだ、わからん」なんて思いつつボーっと突っ立ってると、今度は後方から「アンダック！！(ほれアブねーぞ)」というおじさんの怒声と共に背中に家庭用生ごみを満載して突進してくるお目目のかわいいロバ君に激突または踏み潰されそうになってしまうという状況です。---いざとなったらもう身をゆだねてしまう、という力量がない人は本当に精神的に参ってしまうくらい日本的感覚から言うと何もかもが整然としていないところです。

モロッコのとある街で「釣りバカ日誌」と「教祖誕生」と「寅さん」映画の上映会を終え一服していたときのことでした。一人のモロッコ人が私に近づいてきました
「家を借りるつもりはありませんか」
「いいえ、いまラバトにすんでいるので・・・・」
「では、ちょっと見るだけ見てみませんか」

モロッコではよく見知らぬ人から、その場では即答できないような結構重要な話をいきなり持ち掛けられたりしました。このときの若い兄ちゃんは、身なりもきちんとしてるし言葉遣いも丁寧だし腰も低いしなかなかの男前でした。しかしモロッコの場合こういう人が一番危い場合があるんです。がしかし、、その遠慮がちでどことなく、おどおどとした感じが東北人ぽくて好感が持て、当方も暇だったこともあり、まあいいか、まあまあ信用できるほうかな、と、誘われるままついて行きました。

男が私に見せたいという家があるその街は1000年都市といわれています。イドリースという男がＢＣ8世紀ごろ宗教的いざこざをのがれて西の辺境モロッコまでたどりつき自分の都をつくったことから始まっています。文部科学省歴史教育ではモロッコのイドリース朝というんであります。イドリースはシーア派イスラム教徒だったそうです。

なにせ1000年の街ですから、もう古いとか新しいとかではなしに石や漆喰で作られた巨大な遺跡のあちらこちらに人がドシャドシャと皆して住んでるという感じで、街中がただただ古いものだらけなのです。人に聞いても「カディーム（古い）」、「カディーム・ジッダン（うんと古い）」、「マーアレーシュ・カディーム・ジッダン（もうわからないくらいうんと古い）」のどれかしか言ってくれません。また古いだけでなく非常に複雑なのです。街の成り立ち自体が「節度のある無秩序」というか「秩序だった無秩序」という感じでルールはあるにはある、だけど好き勝手やる、というふうです。

Chapter IV

Functions and Duties of he Executive Committee

13. The executive committee shall maintain the fund of the relevant labour organization.

14. The executive committee shall prepare and keep the monthly accounts and annual accounts of the funds collected monthly, other funds and expenditure accounts and send the‘annual statement of the accounts of labour organization whenever the financial year ends, to the relevant township registrar and annual statement of the accounts of Myanmar Labour Confederation and the Labour Federations to the Chief Registrar without fail.

15. If it is desirous to join between a labour organization and another which has registered according to the category of trade or activity or re—secession from the labour organization joined, it shall be applied to the relevant township registrar, in accordance with the rules of the labour organizations and at least with the approval of majority of the total members of the relevant executive committee.

Power knowledge that is produced by experts and scholars on the base of using skill and Technic of science it is said to be rational, everybody can retest and proof along the rule of mathematics that numerical value, on the contrary ,personal intuition cant be shared among many people because it is personal and it is said to be unscientific .science is one of style describe about phenomenon of nature but in the present it is extreme dominant.so personal intuition is disregarded.

１９８８年の晩秋にワールドトレードセンタービルの最上階からとった写真ですが、眺めはいいですね。向こうにエンパイヤーステイトが見えますね。いい眺めですね。途中８０階位でエレベータを乗り換え、最上階まで行ってエレベータを降りると真っ赤な絨毯が敷いてあったのが印象的でした。

一角の会議室に入ったのですが、大きなラウンドテーブルに重厚なイスが並んでいてしかも、それぞれに銀色のネームプレートがハマッていて、あれは、銀行か何かの会議室だったんでしょう。全面ガラスでここと外を区別してるのはこのガラスだけなんだなあと思うと近くに立っているのが怖いくらいでしたが。

一体あれは、どこの会議室だったのか。。。そう、確か、今書いているうちにだんだんと思い出しましたが、モルガンとかソロモンの会議室だったと思います。机に一人座ってセクレタリーのお嬢さんが仕事をしていたのを覚えています。よく日本の学生に見学させてくれましたよね。

とにかく、今ではもうあまり使われない「モダンな」という形容詞にピッタリのビルという印象を受けました。それにしても、アメリカは人種差別がひどいですな、夜１１時ごろ人気がないエレベータを上がっていたら、下にいた警官が「イエローモンキ」と言いやがった。まあ、当時学生だったから、完全にからかわれんたんでしょうね。

Chapter III

Registration

9.　(a)The Chief Registrar shall be a person assigned duty by the President of the Republic of the Union, of Myanmar,.
　　(b)The Township Registrar shall be a person assigned duty by the Chief Registrar.

10. The relevant labour organization shall, subject to the provisions contained in this Law,draw the constitution or rules of the labour organization containing the following facts with the approval of the majority of its members:
　(a)name ofthe labour organization;
　(b)object ofthe formation oflabour organization;
　(c)matters relating to scrutinizing the membership of labour organization, granting membership, issuing 　recognition certificate, resigning from the membership of labour organization;
　(d)matters relating to election and assigning duty to the Executive Committee members, removal and resignation from duty;
　(e)matters relating to holding of meeting;
　(f)matters relating to the establishment of fund, maintaining and expending of such fund;
　(g)matters relating to monthly and annual auditing of the fund.

テマラ海岸

前述のマリカさんの半生記の中に、いろいろなモロッコの地名がでてきますが、その中でも思い出深い場所の一つがテマラでありスキラットなのです。ここは、ラバトから海沿いの気持ちのいい道路に出て、右手に海を見ながらを南に進んでいくと４０分くらい走ったところにあります。

最初に現れるテマラ海岸はとてもよい砂浜海岸で、友人が家を借りていて、そこは、居間を出てすぐが砂浜になっていて、そのまま、海に入れる最高の家でした。ただ、そのあたりの海岸は砂浜ではありますが、海に出るとこれが、下が岩だらけで、油断するとすぐ怪我をするのでした。そして、海の怪我はなかなか治らないし危ないのです。周辺は、プライベートビーチが点在していて、ラバトのお金持ちたちが避暑に来たり、お金がそんなにないわれわれクラスでも、一角は一般にも開放してあり、大西洋を臨む瀟洒なホテルが立っていて宿泊できます。

続いて現れるのが、スキラットですが、どうして思い出深いかというと、ここに、ハッサン２世国王の夏の王宮があるからなんです。

思い出して今でもほくそ笑んでしまうのは、現国王モハメド６世がまだ、皇太子であったころ、よくジェットスキーをしてあそんでいたんですが、そのうしろをモロッコ海軍の巡洋艦が追行しているのがとても奇妙だったんです。巡洋艦が出てる日はシディー・モハメドか弟のムーレイ・ラシッドがジェットスキーに興じているとすぐわかるのでした。

Recently I came to hear a story of Islamic Branding in Japan, which targets the hundreds of millions of consumers in Islamic countries. There might be surely the place where it is unfamiliar to Japanese company until now.

I think the person who has taken a trip to the Middle Eastern Islam area to have had drunk Mecca-cola,Zam Zam cola. This is a masterpiece of Islam Branding, too. Because one is the name of the sacred place for Muslim, and the other is the name of the special spring of the oasis of the desert, there are important place for a Muslim.

最近、ちょこちょこイスラミックブランディング系の話を耳にするようになりました。何億人だかの消費者をターゲティングしているそうです。確かに今までアンタッチャブルのようなところがあったかもしれませんね。

中東イスラム地域を旅したことがある人なら、メッカコーラ、ザムザムコーラという名前のコーラを飲んだことがあるとおもいます。これも、イスラムブランディングの代表例です。一方は聖地であるし、他方は砂漠のオアシスの特別な泉の名前ですから、イスラム教徒にとって親しみがあるわけです。

しかし、一方で、缶や瓶などで販売される商品ですから、消費が終わればやがて廃棄されるわけです。そうなると、中には、道端に捨てられたり、溝の中に転がっていたりすることもあるでしょう。

Establishment of the Labour Organizations

3. Every worker, who has attained the age prescribed in respective existing law to work in any trade or activity shall have the right to:
 (a) join as a member in a labour organization and to resign from a labour organization according to their own desire;
(b) join as a member only in a labour organization formed according to the category of trade or activity relating to them.

4. In forming the various levels oflabour organization to enable to carry out the interest of the workers and employers:
 (a) (i) Basic Labour Organizations may be formed by a minimum number of 30 workers working in  the relevant trade or activity according to the category of trade or activity. If it is a trade or  activity having less than 30 workers, it may form so jointly with any other trade of the same nature;
(Ⅱ) In so forming, it shall be recommended. by not less than 10 percent of all workers of the relevant trade or activity;
 (b)Township Labour Organizations may be formed if it is recommended by not less than 10 percent of all      Basic Labour Organizations in the relevant township according to the category of trade or activity; (c)Region or State Labour Organizations may be formed if it is recommended by not less than 10 percent      of all Township Labour Organizations in the relevant Region or State according to the category of  trade or activity;
(d)Labour Federation may be formed if it is recommended by not less than 10 percent of all Region or State Labour Organizations according to the category of trade or activity;
(e)Myanmar Labour Confederation may be formed if it is recommended by not less than so percent of all     Myanmar Labour Federations according to the category of trade or activity.

大学院にてアラビア語ペルシア語を学習しているうちに日本国の在外公館で働くことができるということを知った。現在は、一般社団法人国際交流サービス協会というところが採用を引き受けているようである。

「一時外交官」として、各国の大使館に勤務するのも一生のうち一回は経験しておいてもいいんではないだろうか。わたしの場合は、在モロッコ日本大使館に勤務することになった。

当時は、まだ、ハッサン２世の統治下で、政治情勢も今よりは安定していたと思う。なにせ、ハッサン２世国王は２度の暗殺を乗り切った人物である。２度の暗殺未遂のうち、２度目は、ハッサン２世国王側近からクーデターを仕掛けられたのだった。ハッサン２世が乗ったボーイング７２７機が、自国のモロッコ空軍から砲撃されるという事件であった。

このクーデター計画実施の首謀者は、ムハンマド・ウフキィル将軍であるが、彼は、ベルベル（この呼称は一般的だが、彼ら自身は本心では望んでいないと思える、わたしの経験では、シュルーハというのが一番よかった）の出身である。非常に勇敢であったことが伝説となっている。第２次世界大戦当時はフランスのモロッコ人部隊に所属して戦った。シルバースター勲章を受けている。1947 年から 1949年までフランス軍としてベトナム戦争を戦った。その後、モロッコ王国内相、国防相を歴任し、ハサン2世の厚い信頼を得ていた側近中の側近であり、一方で、君主制の腐敗を一番に間近で感じていた人物だろう。前年、最初のスキラットのクーデターでは、体制側にあって暴動鎮圧に奔走し、その結果として、クーデターを実行した多くの親しい軍の同僚を失っていた。最初のクーデターの後、ハッサン２世国王と間にも互いに猜疑が親密を上回っていった。その彼が、1972年にハサン2世が搭乗するボーイング727の撃墜未遂事件を計画の首謀者となったのはしょうがないのあもしれない。ウフキィル将軍は処刑された。というか虐殺されたというべきか。。。

イラン人と日本人の感覚とが、よくに似てると思うことのひとつに、「外国人が自国の言葉を話すことをあまり期待していない」ということがあります。

つまり、日本人が外国人に対し、日本語を話せることを期待していないように、イラン人も相手がペルシャ語を話すことをあまり期待していないように思います。

そして、こちらが多少理解できるとわかると、おそらく、質問ぜめにあうかもしれません。

イラン人は、とにかく、好奇心旺盛な人たちです。昔から交通の要衝に位置しているので、他民族との接触が多い場所です。

交渉ごと、折衝ごとに強いし、人をもてなすのが上手です。

今は、体制が体制だけに、そう気軽に旅行に行くというわけにはいかないのかもしれませんが、仮に、７０年代、革命前に旅行していたら、どんなに楽しい旅になったのかと思います。

Chapter XI

Lock-out and Strike

38. The labour organization desirous to go on strike in a public utility service shall, by the desire oft he majority of the member workers:
(a) inform the relevant employer and the relevant conciliation body in accord with the directive oft he relevant labour federation by mentioning the date, place, number of participants, manner and the time of strike at least.14 days in advance,

(b) negotiate, discuss and decide on the minimum service, prior to the dispute, which shall be such as to meet the basic needs of the public while not impacting the right of strike of workers. In doing so, the employers and the labour organizations shall seek to reach agreement on the number and kind o fposts that need to be filled in the event of a strike and the persons who will be required to remain at work. If they fail to reach agreement, the minimum service shall be determined by the competent court.

公共サービス分野においてストライキを行おうとする労働組合大多数の労働組合員の意向により
（あ）関連する労働組合連合の指示にそって、ストライキの日付、場所、参加人数、ストライキの方法と期間を、ストライキ実施の少なくとも14日前に、関連使用者及び関連仲裁委員会に対して報告しなければならない。

★幸いなことに偶然にも仙台の草分け的なレジェンドサーファーＥさんと知り合いになってＢＢをはじめたのは２０００年でした。
Ｅさんの家は亘理荒浜の海堤防のすぐ後ろにありました。以前は自宅にカフェもあって、海からあがった人たちが一服して団欒する場所でした。ここでもローカルはきついことはきついのです。。。。私がＥさんと知り合いになり、さほど、嫌なこともなくここの海に入れるようになったのは本当にラッキーだったのです。

The Asakusa Samba Carnival is held annually, on a Saturday in the last week of August, in Asakusa, Tokyo. It started in 1981 when the Mayor of Taito ward in Tokyo invited the winning group from Rio Carnival in Brazil.

Japan and Brazil have a long history of cultural and economic exchange. The first Japanese immigrants arrived in Brazil in 1908. There were between 1.4 and 1.5 million people of Japanese descent in Brazil.Today, Brazil has the largest Japanese community outside of Japan.

There are also many Brazilians living in Japan. In fact, more than 300,000 Brazilians represent the biggest non-Asian ethnic group inside Japan.

مسی مشکل Sans Problème ! No Problem !

   مسی مشکل (read right to left) 'masi mshikir' means 'no problem' in Moroccan language. 

But in most of cases there is a  problem.  Morocco offers to fans of cross travel a variety of tours,specially visiting villages and valleys of the High Atlas and the southern part of Morocco.

I like this word 'masi mshikir'.  In other word, it is good chance to think the situation.It is the question of the way of thinking the situation in which  I exist . 

And behind this word there must be the belief that everything is God's will ,it is not possible to handle something difficult by human.


「マシムシュキル」と言われると、「またー、また、またー」と想ったものでした。「問題ないわけないじゃん」とおもうのですが、なんとかなるのもモロッコですよね。

あと、フランス語でも「ソンプロブレム　sans problème　問題ない。」とよく言われるんですが、しかも力強く、自信たっぷりに。反射的に、「ソンプロブレム　cent（100） problème　１００パー問題でないの？」と思ってしまうのです。

仏語の発音なんて、どっちも’ソン’に聞こえますから。。

There is the map which indicates the disaster area in Miyagi prefecture. The area colored red indicates the Tsunami attacked area at 11th March 2011 after that big shake by　the Great East Japan Earthquake. By huge wave everything was washed away,as you know.

You can see the black line in the map above, this is my commuting root from my home to my office.
All root is included in the attacked area. Now I understand how much power worked on my destiny, God bless you.

Until now the pace of recovering from a damage of tsunami attack was not so fast, but I thank deeply to all the people who give compassion on us .
