Chapter XI

Lock-out and Strike

38. The labour organization desirous to go on strike in a public utility service shall, by the desire oft he majority of the member workers:
(a) inform the relevant employer and the relevant conciliation body in accord with the directive oft he relevant labour federation by mentioning the date, place, number of participants, manner and the time of strike at least.14 days in advance,

(b) negotiate, discuss and decide on the minimum service, prior to the dispute, which shall be such as to meet the basic needs of the public while not impacting the right of strike of workers. In doing so, the employers and the labour organizations shall seek to reach agreement on the number and kind o fposts that need to be filled in the event of a strike and the persons who will be required to remain at work. If they fail to reach agreement, the minimum service shall be determined by the competent court.

第38条　ストライキ
公共サービス分野においてストライキを行おうとする労働組合大多数の労働組合員の意向により
（あ）関連する労働組合連合の指示にそって、ストライキの日付、場所、参加人数、ストライキの方法と期間を、ストライキ実施の少なくとも14日前に、関連使用者及び関連仲裁委員会に対して報告しなければならない。
（い）紛争に先立ち、労働者のストライキの権利を妨げない範囲で、国民に必要な基本的ニーズを満たす最小限のサービスは何かを交渉し、議論し、決定しなければならない。これらの実行に際し、使用者と労働組合は、ストライキを行うに十分な労働者数及び職位及び職場に残って仕事を継続する労働者数と職位について合意に達するよう努力しなくてはならない。
合意に達しない場合は管轄裁判所が最低限継続するべきサービスを決定する.

★幸いなことに偶然にも仙台の草分け的なレジェンドサーファーＥさんと知り合いになってＢＢをはじめたのは２０００年でした。
Ｅさんの家は亘理荒浜の海堤防のすぐ後ろにありました。以前は自宅にカフェもあって、海からあがった人たちが一服して団欒する場所でした。ここでもローカルはきついことはきついのです。。。。私がＥさんと知り合いになり、さほど、嫌なこともなくここの海に入れるようになったのは本当にラッキーだったのです。

This photo shows the line of marching samba carnival band (Samba de enredo)in Japan.

The Asakusa Samba Carnival is held annually, on a Saturday in the last week of August, in Asakusa, Tokyo. It started in 1981 when the Mayor of Taito ward in Tokyo invited the winning group from Rio Carnival in Brazil.

Japan and Brazil have a long history of cultural and economic exchange. The first Japanese immigrants arrived in Brazil in 1908. There were between 1.4 and 1.5 million people of Japanese descent in Brazil.Today, Brazil has the largest Japanese community outside of Japan.

There are also many Brazilians living in Japan. In fact, more than 300,000 Brazilians represent the biggest non-Asian ethnic group inside Japan.

These days,Brazilian culture is wildly popular in Japan. One of the biggest Brazilian culture in Japan is,as mentioned above,the Asakusa Samba Carnival.

مسی مشکل Sans Problème ! No Problem !

near the Draa valley in southern Morocco.......may be Tazarine 1996 

   مسی مشکل (read right to left) 'masi mshikir' means 'no problem' in Moroccan language. 

But in most of cases there is a  problem.  Morocco offers to fans of cross travel a variety of tours,specially visiting villages and valleys of the High Atlas and the southern part of Morocco.

I like this word 'masi mshikir'.  In other word, it is good chance to think the situation.It is the question of the way of thinking the situation in which  I exist . 

And behind this word there must be the belief that everything is God's will ,it is not possible to handle something difficult by human.


「マシムシュキル」と言われると、「またー、また、またー」と想ったものでした。「問題ないわけないじゃん」とおもうのですが、なんとかなるのもモロッコですよね。

あと、フランス語でも「ソンプロブレム　sans problème　問題ない。」とよく言われるんですが、しかも力強く、自信たっぷりに。反射的に、「ソンプロブレム　cent（100） problème　１００パー問題でないの？」と思ってしまうのです。

仏語の発音なんて、どっちも’ソン’に聞こえますから。。

イラン人女性は綺麗な上に、多いなるポテンシャルを秘めていますね。トライアスロンのことは バルゼシュセガーネ　３倍の運動　というんですね。泳いで、自転車に乗って、走る、３倍の運動になるですね。なるほど。シーリーンさん、おめでとう！場所は、ロンドンはハイド・パークだそうです。イラン政府が正式に派遣したんでしょうね。

A commuting line of mine at the time of Tsunami attack 11th March 2011.

There is the map which indicates the disaster area in Miyagi prefecture. The area colored red indicates the Tsunami attacked area at 11th March 2011 after that big shake by　the Great East Japan Earthquake. By huge wave everything was washed away,as you know.

You can see the black line in the map above, this is my commuting root from my home to my office.
All root is included in the attacked area. Now I understand how much power worked on my destiny, God bless you.

Until now the pace of recovering from a damage of tsunami attack was not so fast, but I thank deeply to all the people who give compassion on us .
